    1996年，国务院印发《质量振兴纲要(1996年-2010年)》(以下简称《质量振兴纲
要》)。省政府印发《关于贯彻国务院〈质量振兴纲要(1996年-2010年)〉的实施意见》。
全省各级质监部门通过举办宣传贯彻会、组织“质量月”活动等多种形式宣传《质量
振兴纲要》；通过推动企业开展“质量兴企”活动为《质量振兴纲要》的实施打好基
础；通过推动地方政府开展“质量兴市”活动，促进全省总体质量水平的提高；通过
开展“七个一批”活动，推动全省一批企业重质量、上水平、创名牌，提高市场竞争
力，为《质量振兴纲要》的贯彻实施创造了良好的环境。
