    职工住宅建设资金计划按照以收定支，谁有钱谁建房，有多少钱就建多少房，当年消化当年投资的原则进行编制。资金来源包括公有住房提租中回收的资金，公有住房出售或职工预交的售房款及不足部分由单位超盈减亏消化。
    1995年至2004年6月，山东省煤炭企业职工住房执行福利房政策，职工住宅建设按国家有关规定执行。2004年6月后，职工住房实行商品房市场化管理，各单位不再承担建房任务，一律由房地产开发商建设管理，不再编制下达职工住宅建设资金计划。
