    1987年前，企业生产经营以国家指令性计划为主，1990年后，生产计划变为生产经营计划，并将提高经济效益作为编制计划的重点。
    2003年后，省煤炭工业局要求煤矿严格以核定矿井生产能力组织生产。各煤炭企业重新核定各生产矿井生产能力，以核定后的生产能力作为编制生产经营计划的主要依据。
