    1996年至1998年8月，全省共设市级邮电机构18个。1998年9—10月，按照邮电分营工作的要求，全省16个市（地）邮政局相继成立，加上济南市邮政局（1964年8月成立），全省17个市（地）均设立邮政局。市（地）邮政局作为省邮政局的分支机构，对所辖县（市、区）邮政局实行垂直管理。
    1996年至1998年7月，全省共设县（市、区）邮电局109处。1998年7—10月，根据邮电分营工作的部署，全省110个县（市、区）邮政局相继成立。
    至2005年底，全省共设市邮政局17个，县（市、区）邮政局111个，邮政局（所）、服务网点合计5840个。
