    山东省的对外加工贸易缘起于国有外贸企业的对外加工业务，进而演变为一种主要贸易形态，其发展是跨越式的。1987年山东省加工贸易出口额2.2亿美元，占全省出口总额的7.5%，2005年达到226.3亿美元，占全省出口总额的48.9%，比1987年扩大102倍，比重提高41.4个百分点，总量列广东、江苏、上海之后，居全国第四位。加工贸易作为全省对外贸易的主要方式和吸收外资的重要内容，对促进外经贸乃至整个经济社会发展发挥了重要作用。
