    1991—2005年，山东省金融机构认真执行国家货币信贷政策，积极开拓贷款市场，努力创新贷款品种，不断改进和完善信贷资金的管理体制和经营机制。贷款领域和规模不断扩大，贷款品种不断增加，资金使用效率不断提高，为支持山东省经济发展发挥了重要作用。截至2005年底，全省中外资金融机构本外币各项贷款余额17477.98亿元，其中人民币各项贷款余额17103.51亿元。
