    1996年11月，青岛市城市合作银行以原青岛市区21家城市信用合作社为基础，由地方财政、企业和居民投资入股组建成立。1998年5月改为青岛市商业银行，董事长兼行长张敦涵。成立初期，注册资本金2.47亿元人民币，总部设立9个处室，同时设立营业部直接对外办理业务。
