    1986—2005年，山东省海洋与渔业行政管理机构在改革中得到充实加强，职能不断调整完善。各市、县（市、区）海洋与渔业行政机构也相应变更，全省海洋与渔业管理体系日益完善。同时，各社团组织发挥优势，积极开展学术交流、科学普及、宣传推广和人才培养等工作，对全省海洋与渔业事业发展起到积极的促进作用。
