    盐价构成较为复杂，变动频繁。各个历史时期调价理由不尽相同。新中国成立后，盐价由国家统一管理。盐从生产领域进入消费领域要经过收购、分配、批发、零售等环节，国家根据盐产品生产成本、品种质量、运销费用，参照不同商品比价，分别制定盐的出场(厂)价、公收价、分配价和零售价。山东盐价执行国家统一的管理规定，在盐价管理、确定盐价范围及制定方法、盐价变更等方面都有具体实施举措。
