    20世纪80年代初，只要有购车资金、驾驶执照，任何人都可以经营货物运输，全省道路货物运输市场经营主体结构发生重大变化。20世纪90年代，由于运力盲目增长，使道路货物运输市场的供求关系在实现短暂平衡后，出现运输需求相对不足，运输供给相对过剩现象。省交通厅认真贯彻交通部有关精神，把培育和发展道路货物运输市场作为政府调控道路运输健康发展的重点，经过调整，运力大于运量的状况有所改变，全省道路货物运输市场逐渐步入健康发展轨道。
