    政务承诺制,即由作出承诺的工商机关对自己管理事项的办事内容、标准、程序、
时限、责任等向管理对象及全社会作出公开承诺，承诺机关同时制定和公布违诺处罚
办法，请全社会监督，一旦违诺，必须按公开承诺的罚则进行处罚。这一制度的全面
实施，把工商行政管理机关的权力置于人民群众的监督之下，对促进工商机关转变作
风、提高效率、建设服务型机关发挥了重要作用。
