    山东省的土地登记经由为历代王朝课税服务的登记簿册，发展到现代可为课征税收、产权登记、土地利用、土地保护等多目标服务的登记体系。1996年6月，《山东省土地登记条例》颁布实施，土地登记工作开始向法制化、规范化和信息化的方向发展。至2005年，山东省形成土地登记持证上岗制度、土地证书定期查验制度、土地登记公开查询制度、土地登记代理制度等一系列土地登记工作制度。
