    建设用地计划管理始于1987年，当年国家下达给山东省非农业建设占用耕地计划指标28.8万亩，实际用地28.6万亩。1988年，正式将建设用地计划纳入国民经济和社会发展计划序列。1988-2005年，全省实际建设用地面积呈现逐步上升趋势。
