    1949-1981年，乡镇、村集体建设用地管理一直未有明确的法律政策规定。1982年2月13日，国务院发布《村镇建房用地管理条例》。3月20日，省政府下发《关于贯彻执行国务院〈村镇建房用地管理条例〉的通知》，对集体建设用地管理作出明确规定。1986年《土地管理法》颁布后，集体建设用地管理逐步走向规范化、法制化轨道。
