    1949-1953年，国家建设所需土地，通过征购或以相等数量的国有土地调换私人所有的农业用地，或收回由农民耕种的国有土地等形式予以解决。1953年，政务院公布《关于国家建设征用土地办法》。1982年，国务院先后公布《村镇建房用地管理条例》《国家建设征用土地条例》，对国家、集体建设用地管理作出明确规定。1986年《土地管理法》颁布后，建设用地管理步入更加规范和依法管理的轨道。1999年开始，山东省国家建设用地管理严格执行各级土地利用总体规划的用地要求和农用地转用审批各项规定。
