    1952年开始，山东省各级政府组织当地群众对平原涝洼、盐碱耕地进行改良；在山区实行山水田林路综合治理，开展农田基本建设；有计划地建设国营农场；在增加耕地面积的同时，不断提高耕地质量。1986年后，耕地保护的力度进一步加大。1999-2005年，全省每年建设占用耕地面积和通过开发整理复垦增加耕地面积基本达到“占一补一”，总体实现耕地动态占补平衡的目标。
