    1996年，山东省粮食总产4332.7万吨，为历史最高水平，改变了粮食供求紧张的
局面，出现阶段性、结构性过剩。随着耕地面积的逐年减少和经济作物面积的不断增
加，以及粮食价格低迷、结构调整等原因，粮食播种面积和总产均下降较多，2002年
，粮食总产量下降到3293万吨，为1991-2005年总产量最低年份。为稳定粮食生产，
2004年起，中共中央和中共山东省委连续印发一号文件，制定包括减免农业税、实行
粮食直补、在粮食主产区实行良种补贴和大型农机具购置补贴制度等一系列扶持粮食
生产发展的政策措施，2005年，粮食播种面积达到6711千公顷，总产3917.4万吨。
