    1991-2005年，山东省依托气候温和、四季分明、光热资源比较丰富、降水量比较
适中、土壤类型和生物物种繁多等有利于农业生产的自然条件，努力克服地区差异大，

农业基础设施建设，改善农业生产条件，促进全省农业农村经济长足发展。
