     1989-2005年，山东省计划生育技术服务机构不断发展壮大，形成覆盖全省城乡
的服务网络， 承担了全省农村90%以上的避孕节育手术任务。在此基础上，各级技术
服务机构适应广大育龄群众生殖健康需求，围绕生育、节育、不育，大力实施以避孕
节育优质服务、出生缺陷干预和生殖道感染干预“三大工程”为主的生殖健康促进计
划，积极探索新的服务方式，为群众提供优质、高效的技术服务。同时，加强计划生
育科学研究，建立优生技术重点实验室，引进新技术、新方法，不断提高计划生育技
术服务水平。
