     1989-2005年，全省人口和计划生育工作逐步实现从单纯依靠党政政策推行到法
制管理和依法行政的转变，基本形成以国家和地方性法规为主，政府规章和规范性文
件为补充的人口和计划生育政策法规体系。与此同时，计划生育利益导向政策不断完
善。政策法规体系为人口和计划生育工作的改革发展创造了良好的法制环境，保障了
人口和计划生育事业健康、持续发展，促进了低生育水平的稳定。
