     1989-2005年，山东省人口和计划生育工作领导机构是隶属于全省各级党委的人
口与计划生育领导小组，行政机构是党和政府管理人口和计划生育工作的职能部门，
形成了省、市、县、乡四级人口和计划生育管理机构，村(居)为计划生育自治机构，
以及有关事业机构和专业的群团组织、专家为主体的咨询机构。共同构成人口和计划
生育工作全面、系统的组织机构体系。同时，加强计划生育队伍建设，便之成为全省
人口和计划生育工作的中坚力量。
