     1989-2005年，山东省人口和计划生育工作在各级党委、政府的统一领导下，各
部门齐抓共管，综合治理，建立了较为完整的管理体系。坚持抓基层、打基础，抓后
进、促平衡，抓改革、上水平，全面推行计划生育“三为主”方针，有效促进了计划
生育基本国策的落实。
