     1988年8月9日，国家地震局发布施行《发布地震预报的规定》，取代1977年8月
2日国务院批转的《国家地震局关于发布地震预报的暂行规定》 ；1998年12月17日国
务院发布实施《地震预报管理条例》，标志着地震预测预报工作步入法制化管理轨道。
1986-2005年， 山东省地震监测预报工作机构、预测预报工作程序、预测预报工作机
制不断完善，全省预测预报工作逐步走上制度化、规范化轨道。
