     新中国成立至20世纪90年代中期， 与计划经济体制相适应，企业施行《劳动保
险条例》，职工工伤待遇费用支出由企业负担。机关、事业单位按照国家有关法规建
立了与企业不同的工伤保险制度。

     20世纪90年代初起，全省开始探索改革企业职工工伤保险制度。进入21世纪后，
工伤保险制度改革步伐加快。 自2004年1月起，施行《工伤保险条例》，标志着新型
工伤保险制度形成。
