1986年，山东省开始建立社会保障体系。1993年前，重点是探索改革单位保险为社会
劳动保险， 试行社会统筹，为国有企业改革配套。1993-1997年，重点是基本养老保
险和基本医疗保险费用实行社会统筹与个人账户相结合，适应经济体制转轨需要，为
市场经济改革服务。 1998-2005年，重点是加快社会保障制度规范建设、法制建设和
管理体制建设。
