     1993年起，为适应建立社会主义市场经济体制和政府转变职能要求,全省各级劳
动部门逐步建立健全劳动监察制度。经过十多年的发展完善，逐步形成了涵盖所有用
人单位、部门一体执法、用工和工资支付监察并举、年度审核与执法专项检查相结合
的劳动和社会保障监察体系。
