     为进一步加快全省高技能人才队伍建设，2004年3月，省劳动和社会保障厅制定
《山东省三年五万新技师培养计划》，确定从2004年到2006年在全省实施三年五万新
技师培养计划。实施范围为各类所有制企业，以制造业的国有和国有控股大中型企业
为重点；国家机关、事业单位和社会团体具备技师资格申报条件的人员也可申报技师
考评。2004-2006年，全省新培养技师5万人，其中2004年1万人，2005年1.5万人。
