    驻鲁部队按照中央军委、总部和济南军区的统一部署，围绕科学确定后勤供应环
节，合理设置后勤保障机构，明确划分职权范围，尽可能简化层次和减少中间环节，
以提高后勤保障效能这一总目标, 根据形势、任务的发展变化，后勤保障体制多次进
行调整、 改革。1986-2005年，主要实行了按建制保障、三军联勤保障、后勤社会化
保障3种保障形式。
