    随着国家对外开放政策的实施和军队现代化建设发展的需要，人民解放军的对外
军事交往日益增多。 1986-2005年，多个国家的军队领导人、驻华武官、在华留学的
高级军官和海军舰艇编队先后到山东参观访问。驻鲁部队先后组成舰艇编队出访，派
出军事代表团到外军参观考察，组织军事专家组外援，开展与外军的军事学术和文体
交流。军事外事活动的开展，有利于开阔视野、拓宽思路，促进思想观念的更新和对
部队建设的思考，对展现人民军队良好形象、营造和平稳定的国际环境产生积极而深
远的影响。
