    山东各级党政军领导及驻鲁部队，对双拥工作高度重视，把双拥工作当作增进军
政军民团结、保证国家长治久安的大事，当作一项牵动全局、影响长远的基本政治建
设，不断加强组织领导。特别是1991年全国双拥工作会议后，各级建立健全双拥领导
机构，形成党政军领导齐抓共管双拥工作的良好局面。
