    1986-2005年， 全省各级党委、政府和军事机关，坚持在服从经济建设大局中发
展、在适应国防建设需要中提高的方针，按照组织落实、政治落实、军事落实和召之
即来、来之能战的要求，深入进行调整改革，不断加强教育训练，逐步更新武器装备，
充分发挥民兵在社会主义文明建设中的作用，全省民兵队伍质量建设显著提升，战斗
力显著增强，成为一支政治可靠、组织健全、训练有素、装备良好、保障有力，能够
在经济建设和国防建设中发挥作用的强大武装力量。
