    1993年起，山东省贯彻“统筹规划，条块结合，分层负责，联合建设”的方针，
多渠道筹集资金建设合资铁路。经过十几年的努力，合资铁路已成为山东省铁路路网
的重要组成部分。截至2005年，山东省境内合资铁路共有两条。其中，邯济铁路199
3年筹建，2000年正式投入运营；烟大铁路轮渡1997年开始筹建，2006年建成试航。
