    1986年后，山东省境内铁路运输系统根据铁道部和山东省的劳动工资政策，初步
建立起收入与效益、效率挂钩的新工资分配管理模式；通过改革管理体制，调整生产
布局，合理组织劳动用工，促使全系统运输生产逐步走向集约化经营；通过建立社会
和劳动保险制度，提高劳动待遇，职工在提高劳动生产率的前提下生活不断改善；通
过实施再就业管理，建立健全社会保险制度，解除职工后顾之忧，为企业创造了高效
和谐的生产经营环境。
