    20世纪80年代，山东省户籍管理由各级公安机关户政 (治安) 部门承担。17个地
(市)公安处(局)分别设有户政科(户籍科、治安科)，各县(市、区)公安局(分局)设有
户籍股(治安股) 。1997年5月，省公安厅成立户政管理处，下辖省公安厅特种证件制
作中心。2001年后，17个市公安局户籍管理部门陆续更名为户政处，县(市、区)公安
局(分局)户籍管理部门改称户籍科。2005年12月，省公安厅机构改革，户政管理处整
建制并入治安警察总队，户政管理业务分别由治安警察总队内设的人口管理支队、居
民身份证管理支队承担,省公安厅特种证件制作中心由治安警察总队管辖。
