    为适应对外开放后与世界各国友好往来不断发展的新形势，国务院相继于1985年、
1995年发布《关于口岸开放的若干规定》和《中华人民共和国出入境边防检查条例》，
对边防检查工作的地位作用、主管部门及其职能任务作出明确规定。全省公安机关和
公安边防部队全面落实国务院规定和公安部的部署，从山东海防边防建设实际出发，
强化基础建设，规范检查执法，创新勤务工作，优化通关环境，有多项创新经验在全
国公安边防部队介绍推广。
