    1986-2005年， 全省黄金行业能源管理工作遵循“开发与节约并重”的原则，围
绕电力、 煤炭及油、水、气等项目开展。1992年5月，省黄金工业局印发《山东省黄
金国营企业能源节约奖励实施办法》，对实行能源节约奖励条件、奖励范围、计奖原
则等作出决定。各黄金企业根据各自情况，制定并实施节能技术改造计划，做好能源
统计、考核、奖惩工作，不断完善能源节约科学管理，确保以最小的能源消耗，取得
最大的经济效益。
