    1996-2005年，胜利油田加快实施“科技兴油”战略，科技管理不断强化，国内
国际交流纵深发展，科研水平显著提升，取得一批科研成果，并在生产中推广应用，
为山东石油工业持续稳定发展打下坚实基础。截至2005年，胜利油田有各类工程技术
人员54000余人，其中从事科技活动的人员6800余人，具有高中级职称的科技人员37
