    至1995年，胜利油田建成较为系统配套的油气集输、供水、供电、通信、交通和
防护工程。1996-2005年，通过新建和更新改造，胜利油田地面系统工程逐步完善，
油气管网建设更加科学，供水质量进一步提高，供电、交通、通信更加便利快捷，管
理体制更为优化，防护设施更加完善，保障了油田生产建设的需要。
