    省发展改革委作为省政府的组成部门，是综合研究拟定经济和社会发展政策、进
行总量平衡、 指导总体经济体制改革的宏观调控部门。1993-2005年，省发展改革委
按照国家和省委、省政府关于经济体制改革的总体部署，适应市场经济发展需要，不
断优化内部机构，加强机关自身建设，健全规章制度，认真履行职责，为全省经济和
社会发展服务。
    至2005年，省发展改革委有干部职工157人；全省有市级发展和改革委员会17个
，县级发展和改革委员会(局)140个。
