    1991-2005年，全省法院数量、干警人数、内设机构和职能作用等均发生较大变
化。1995年《中华人民共和国法官法》(简称《法官法》)实施后，全省法院法官队伍
建设开始走上法律化、制度化和规范化轨道。至2005年底，全省共有法院169个，其
中，高级法院1个、中级法院17个、专门法院2个、基层法院149个。
