    1991-2005年，全省基层司法行政工作取得显著成绩。基层司法所机构逐步健全
，业务、队伍和基础设施建设不断加强，成为服务大局、服务群众、服务社会的前沿
阵地；人民调解工作改革和发展不断深入，调解队伍素质进一步提高，矛盾纠纷排查
调处效能得到提升，初步形成了人民调解工作网络化体系；调解中心应运而生，“陵
县经验”推向全国；“12348”法律服务专线始于山东，享誉全国，受到外国专家、
友人的广泛关注；刑释解教人员安置帮教工作得到加强，逐步走上规范化、制度化轨
道；社区矫正工作逐步推开，稳妥进行。
