基本建设


       计划经济时期，盐业各项基本建设一般由国家安排资金及盐业专项资金解决。自1996年改进两碱工业盐供销和价格管理办法之后，盐业由计划经济体制转入社会主义市场经济体制，基本建设项目和技改工程投资基本由企业自筹解决。
