【概况】  2016年，全市海洋综合管理工作以创新体制机制、规范海域使用秩序、集中集约利用海域资源、加强海岸带管理保护等为重点，加快推进市区近岸养殖用海整治规范、中美海洋垃圾防治合作、“蓝色海湾”修复整治等重点工作，全市海洋资源开发利用更加科学有效，海洋生态环境持续改善，依法管海用海水平不断提高，海洋综合管理事业稳步发展。
