    2000年，高密市探索总结的坚持“贴近部门职能、贴近工作实际、贴近群众
需求”开展计划生育优质服务的“三贴近”工作经验，市委、市政府下发文件在
全市进行了推广。 7月14日，全市在高密市召开了现场会推广“三贴近”经验，
生殖保健、出生缺陷干预和不孕不育症治疗三项工程正式启动，优质服务全面展
开，群众满意程度空前提高。国家和省对“三贴近”经验给予了高度评价，并作
为开展创建优质服务先进县活动的一条重要经验在全省推广。
