    2000年3月23日， 为加强全市卷烟市场综合治理，促进全市经济发展，确保
国家和地方财政收入，市委、市政府研究决定，成立潍坊市卷烟市场综合治理领
导小组和领导小组办公室。市长王伯祥任组长，市纪委书记房忠昌任常务组长，
市政府秘书长杨继生任领导小组办公室主任。办公室设在市烟草专卖局，工作人
员由市烟草专卖局、公安局、纠风办、交通委、工商局、技术监督局、财政局、
国税局、地税局、审计局各抽调一名科级干部组成。到年底，全市共查处违法烟
案1.9万多起，查扣各类违法经营卷烟1469箱，总案值812万元。
