    2000年, 全市法院在64处人民法庭规模化建设基本完成的基础上，积极开展
争创“规范化法庭”活动，针对人民法庭工作、学习、管理等方面独立性相对较
强的特点，全面完善法庭工作规范和规章制度，健全法庭指导体系，充分发挥了
人民法庭“保辖区一方平安”的作用。
