    2000年，全市法院率先在全省推行了审判长(独任审判员)选任制。按照“公
开、公平、竞争、择优”的原则，通过个人自荐、资格审查、业务考试、民主测
评等程序，选拔出审判长(独任审判员) 177名，对提高案件审判的质量和效率起
到了积极作用。
