    1999年，潍坊市地税系统在全省地税系统率先实行规范执法责任制，层层签
订责任状， 确定了30个基层单位、38个涉税企业为规范执法联系点，聘请了216
名执法义务监督员，内抓外促，全面加强规范执法。这种依法治税的做法，在武
汉召开的全国税务系统依法治税座谈会议上作了交流。国家税务总局的《税收动
态》进行了专期刊登，山东省地税局用文件向全系统转发。
