    为进一步完善法人治理结构，健全企业监控机制，加强财务管理和监督，提
高企业经济效益，市政府决定对市直重点企业和企业集团派驻财务总监，这是企
业财务管理和监督体制的一次重大改革。年内，市政府成立了财务总监委派工作
领导小组，制订出台《潍坊市企业财务总监工作规范》和《潍坊市企业财务总监
管理暂行规定》 。6月1日，召开市直企业委派财务总监工作会议，首批9名财务
总监受命派驻恒信纸业集团、 巨龙化纤集团、医药集团、华实集团等7家国有企
业和企业集团，代表市政府对企业财务行使监督职能，帮助企业提高企业财务管
理水平。市财政局设立财务总监管理办公室，负责财务总监的日常管理。
