    年内，市、县两级财政监督机构基本成立，监督方式逐步实现由临时、突击
式的检查向日常监督、专项检查过渡，监督范围不断拓宽。全年组织完成住房资
金管理使用情况检查、国债转贷资金使用情况检查、收支两条线管理检查、科技
三项费用情况检查等一系列检查活动。 全市完成预算外资金收入15.17亿元，其
中政府统筹8480万元，比上年增长10.2％。预算外资金统一纳入财政专户管理，
全市纳入专户管理的单位1494个， 代管资金12.15亿元；预算外资金上缴下拨全
部通过财政专户进行。继续实行收费票据定期审验制度，清理登记收费项目和单
位帐户。
